Highly Capable Nominations Now Open

Dear Parents and Guardians of grades K, 1, 3, 4, 6 and 7,
The Ferndale School District is pleased to announce the opening of the nomination and placement process for the 2025–2026 Highly Capable Program for students in grades 1–8. Washington’s Highly Capable Program is a part of the state’s basic education system, providing enhanced instruction, activities, and services to support students identified as Highly Capable (WAC 392-170-035).
To determine eligibility, students will be evaluated using multiple measures. The nomination process plays a key role in identifying students for participation. Parents and guardians interested in nominating their child are encouraged to complete the online nomination form, available on the Ferndale School District website under the Highly Capable section. The form is also linked below for your convenience. Paper copies are also available from your child’s teacher.
Key Change This Year:
All 2nd and 5th grade students will participate in a universal screening process in January. Classroom teachers will administer a 20-30 minutes nonverbal abilities test. You may opt your child out of this test by notifying your child’s teacher in writing prior to the administration.
We encourage families of students in all other grade levels to complete the online nomination form if you feel your child may meet the qualifications for being highly capable. The online form is a change from last year, so please take note of the updated process.

Key Dates:
- Nomination Period Opens: January 5, 2026
- Nomination Deadline: Friday, January 23, 2026
- Submission: The preferred method is the online form linked above. Paper copies may be used and returned to your child’s teacher if needed.
- Late Submissions: Nominations received after the deadline cannot be accepted.
At this time, students currently identified for the Highly Capable program will automatically continue in the program for the 2025–26 school year. These students do not need to complete a nomination form again.
Beginning in the 2025–26 school year, we will be implementing a refined identification process based on changes in state law and recommendations from our Highly Capable Task Force. Families can learn more by visiting the Committee and Task Forces section of the Ferndale School District website, which includes materials shared during each task force meeting.
